Merit Badges

Earning Merit Badges are required for rank advancement. Unlike ranks, there is a degree of choice in what merit badges a scout wants to earn. A sub-group of merit badges are known as required merit badges and must be earned by all scouts if they wish to earn their Eagle badge. A total of 21 merit badges are required to earn Eagle and 13 of those are the required merit badges.

Here's the official language for each rank regarding the merit badge requirement:

Star - Earn six merit badges, including any four from the required list for Eagle. You may choose any of the 17 merit badges on the required list for Eagle to fulfill this requirement. See Eagle rank requirement 3 for this list.
